According to Bloomberg, Binance warned its top market makers and VIP clients of a potential $4.3 billion fine to settle the case with US authorities.
The announcement was made at a gala dinner in Singapore a few months ago.
Binance CEO Changpeng Zhao was not present at the event, with Richard Teng attending instead.
